The only way you can solve this is by calling your ISP and asking for a static IP address. You can find out by looking up your public IP address online if the address online is different than the address shown in the router control panel you’re behind a NAT. First, if your ISP puts you behind a NAT (incoming information gets routed to a different address) you will not be able to host regardless of which ports you open or what UPnP/VPN configuration you have.
